This year, Xiamen City will continue to purchase accidental injury insurance for elderly people aged 60 and above with local household registration. Yesterday, Zhang Lingyun, a member of the Party Group and a second-level inspector of the Xiamen Civil Affairs Bureau, answered a call from the 12345 government hotline to interpret the relevant policies of the Xiamen Elderly Happiness and Health Insurance (hereinafter referred to as “Happiness and Health Insurance”).
Currently, the Happiness and Health Insurance project is progressing smoothly, and all eligible elderly people in the city have achieved “full coverage.” The insurance program covers death, disability, fractures, and medical expenses caused by accidental injuries. Among them, the maximum compensation for death, fractures, and medical expenses is 20,000 yuan. Disability caused by accidental injury can be compensated up to 100,000 yuan based on the degree of disability, which is used to ensure subsequent rehabilitation treatment and daily care. A unified compensation plan for the entire city ensures that all elderly people in urban and rural areas both on and off the island can receive the same level of protection. In 2024, the city received over 4,500 claims cases and has completed claims amounting to more than 28 million yuan (some cases are still under processing), ensuring that all claims that should be paid are paid out.
As a project of the municipal committee and the municipal government to do practical things for the people, the Happiness and Health Insurance is funded by the government to purchase accidental injury insurance for all the elderly with household registration aged 60 and above in the city. Since its implementation in 2015, it has been safeguarding the happy life of the elderly in the city for ten consecutive years.
In 2021, the “Regulations on the Protection of the Rights and Interests of the Elderly in the Xiamen Special Economic Zone” incorporated the requirement that “the district people’s government shall purchase personal accident insurance for the elderly with local household registration in accordance with the regulations” into local laws and regulations, providing a strong institutional guarantee for the continuous implementation of this people-benefiting policy. In 2022, the Xiamen Civil Affairs Bureau issued the “Guiding Opinions on the Implementation of Xiamen Elderly Happiness and Health Insurance,” unifying the insurance protection and service standards throughout the city and standardizing the implementation procedures in each district.
It is understood that in 2025, the Happiness and Health Insurance will continue to be fully funded by the local finances of each district. Elderly people who meet the conditions can automatically enjoy the protection of accidental injury insurance without applying. If a personal accident occurs within the administrative region of Xiamen City, the elderly can directly apply for compensation from the insurance company. Elderly people without local household registration can also purchase it at their own expense and enjoy the same protection. This measure effectively enhances the ability of the elderly and their families to resist risks, fills the gap in the coverage and degree of social security and basic medical care, and achieves precise assistance to the elderly group.
