Recently, in accordance with the “Several Measures for Safeguarding the Labor Security Rights and Interests of New Employment Form Workers” jointly issued by the Provincial Department of Human Resources and Social Security, the Provincial Development and Reform Commission, the Provincial Department of Transportation, the Provincial Higher People’s Court, the Provincial Trade Union, and other departments, our province has focused on standardizing employment practices, strengthening social security, and promoting collective consultation, among other aspects. Multiple measures have been taken to safeguard the labor protection rights and interests of new employment form workers such as online delivery personnel and online car-hailing drivers who rely on Internet platforms for employment.
In response to issues such as work intensity, work-related injury risks, social security benefits, and salary and benefits of new employment groups in various industries, our province has included the implementation of work-related injury insurance for couriers in the scope of award and subsidy policies, the establishment of new service outlets, and supervision and inspection. This has urged express delivery enterprises and grassroots express delivery outlets to handle the enrollment and payment of work-related injury insurance for couriers. In 2024, Qinghai broke the binding participation model of old-age, work-related injury, and unemployment insurance, and promoted the priority participation of over 16,000 “delivery workers” from more than 200 express delivery enterprises in work-related injury insurance, achieving “full coverage” of provincial participation and effectively safeguarding the work-related injury insurance rights and interests of “delivery workers.”
To address the rights and interests of workers in new employment forms, the “Notice on Strengthening One-stop Mediation of Labor Disputes in New Employment Forms” was issued, guiding arbitration institutions across the province to set up labor and personnel dispute (joint) mediation centers. Meanwhile, 16 one-stop mediation rooms for labor disputes in new forms of employment have been established to effectively resolve labor disputes in new forms of employment and truly safeguard the legitimate rights and interests of workers in new forms of employment. In 2024, arbitration institutions at all levels in Qinghai handled 12 labor dispute cases related to new forms of employment, involving an amount of 60,000 yuan.
Additionally, multiple departments in our province have launched a special campaign to promote the labor contract system in the express delivery industry. They take the promotion of the labor contract system as the foundation for safeguarding the rights and interests of express delivery practitioners, improve the benefit distribution mechanism, achieve the sharing of achievements between enterprises and workers, and inject strong impetus into the high-quality development of the industry. A special campaign in Qinghai Province to safeguard the rights and interests of workers in new forms of employment has been carried out, encouraging platform enterprises to actively assume social responsibilities and enhance workers’ sense of professional belonging. By the end of 2024, the total number of full-time employees in Qinghai’s express delivery enterprises was 6,520, with 5,868 having signed labor contracts, resulting in a labor contract signing rate of 90%.
