Recently, Guangxi has introduced a series of new policies aimed at continuously implementing unemployment insurance measures to stabilize jobs and benefit the people. These policies leverage the multiple functions of the unemployment insurance system to stabilize employment positions, enhance employee skills, ensure basic livelihoods, and reduce costs and burdens for enterprises, thereby promoting the stable development of the social economy.
Extension of Unemployment Insurance Policies
According to the “Notice on Continuing to Implement Unemployment Insurance Policies and Measures for Stabilizing Jobs and Benefiting the People,” jointly issued by the Department of Human Resources and Social Security of the Autonomous Region, the Department of Finance, and the Tax Bureau of Guangxi, the unemployment insurance policy for stabilizing jobs and returning benefits will be extended until the end of 2025. This policy aims to support enterprises that do not lay off or lay off few employees and meet the conditions by returning a certain proportion of the actual unemployment insurance premiums paid in the previous year. The return ratio for large enterprises is 30%, while for small, medium, and micro enterprises, it is as high as 60%. These funds can be used to stabilize jobs and reduce production and operation cost expenditures. Additionally, social organizations, foundations, social service institutions, law firms, accounting firms, and individual industrial and commercial households participating in insurance in the form of units are also subject to the same implementation, effectively motivating enterprises to maintain workforce stability.
Skill Improvement Subsidies
In terms of enhancing employee skills, the skill improvement subsidy policy will be extended until the end of 2025. All enterprise employees who have participated in unemployment insurance for at least one year or those who have received unemployment insurance benefits can apply for a one – time skill improvement subsidy after obtaining the corresponding skill level certificate. The subsidy standard varies according to different skill levels, with the maximum reaching 2,500 yuan. For personnel who meet the urgently needed and scarce occupations (trades) in Guangxi, additional subsidy frequency will be increased to encourage more workers to improve their vocational skills and enhance their employment competitiveness.
Ensuring Basic Living Standards
The policy clearly states that it will continue to do a good job in the distribution of unemployment insurance benefits, basic medical insurance premiums paid on behalf of others, and other living benefits to ensure that the unemployed have no worries about their basic living. At the same time, efforts should be made to encourage older individuals receiving unemployment insurance benefits to participate in the basic endowment insurance for enterprise employees, further tightening the social security network.
