Japan’s ruling Liberal Democratic Party (LDP) has proposed a prepayment system to increase the National Health Insurance (NHI) premium payment rate for foreign residents.
The proposal, drafted by the party’s special committee on May 21, seeks to require foreign residents to pay part of their premiums when registering with local government agencies, according to the Mainichi Shimbun.
Under current regulations, foreigners with resident status who stay in Japan for more than three months are required to join the National Health Insurance system.
Premiums are usually paid after receiving a payment notice by mail after registration.
The proposed changes aim to improve payment compliance by introducing prepayment at the time of registration.
The draft also points out that foreign residents’ lack of understanding of Japan’s tax and social insurance system is a factor leading to non-payment of taxes.
