Recently, the Department of Human Resources and Social Security of Shaanxi Province, the Department of Finance of Shaanxi Province, and the Shaanxi Provincial Taxation Bureau of the State Taxation Administration jointly issued a notice to adjust the individual contribution levels for the basic endowment insurance for urban and rural residents throughout the province.
The specific adjustments are as follows:
Adjustment of Contribution Level Standards
Starting from June 1, 2025, three new contribution levels of 4,000 yuan, 5,000 yuan, and 6,000 yuan will be added. Simultaneously, the three existing contribution levels of 200 yuan, 400 yuan, and 600 yuan will be abolished. The adjusted individual contribution levels are now 300 yuan, 500 yuan, 800 yuan, 1,000 yuan, 1,500 yuan, 2,000 yuan, 3,000 yuan, 4,000 yuan, 5,000 yuan, and 6,000 yuan per person per year.
Insured individuals are encouraged to choose higher contribution levels. Each city (county) may adjust and raise the minimum contribution level based on actual conditions.
Subsidy Standards for Participation and Contribution
The government will provide subsidies for individual contributions as follows:
For a contribution of 300 yuan, a subsidy of 45 yuan.
For a contribution of 500 yuan, a subsidy of 75 yuan.
For a contribution of 800 yuan, a subsidy of 90 yuan.
For a contribution of 1,000 yuan, a subsidy of 100 yuan.
For a contribution of 1,500 yuan, a subsidy of 150 yuan.
For a contribution of 2,000 yuan, a subsidy of 200 yuan.
For contributions of 3,000 yuan, 4,000 yuan, 5,000 yuan, and 6,000 yuan, a subsidy of 300 yuan each.
The payment subsidy will be shared equally by the provincial and municipal governments. The sharing ratio between cities and counties will be determined by the municipal people’s government.
Government Assistance for Special Difficulties
For low-income groups participating in the urban and rural residents’ endowment insurance, such as those on minimum living allowances, people in extreme poverty, and those who have returned to poverty or fallen into poverty, the policy of a contribution level of 100 yuan per person per year and a contribution subsidy of 30 yuan per person per year provided by the government will be temporarily retained. The government will pay 50 yuan of the endowment insurance premium on their behalf. The required funds will be shared equally by the provincial and municipal/county finances.
For severely disabled people, the provincial finance will pay 100 yuan of the endowment insurance premium on their behalf.
Encouragement for Higher Contributions
Groups with difficulties in paying premiums are encouraged to choose a higher payment level based on their actual situation, in addition to the government’s payment of endowment insurance premiums on their behalf. This will further increase the accumulation of their personal accounts. Within the same contribution year, the total amount of individual contributions and government agency contributions should be consistent with the current standards of each contribution level, and government subsidies should be enjoyed according to the contribution level corresponding to the total contribution amount.
These adjustments aim to enhance the flexibility and fairness of the endowment insurance system, ensuring that individuals can choose contribution levels that best suit their financial capabilities while receiving appropriate government support.
