On June 9, 2025, the National Financial Supervision and Administration Commission issued Administrative Penalty Decision (Tongjinfajuezi [2023] No. 10) by the Inner Mongolia Regulatory Bureau. During the insurance marketing process, Bao XX, an agent of Fudeli Life Insurance, illegally transferred funds to policyholders via WeChat after selling two insurance policies, offering benefits beyond those stipulated in the insurance contract. According to Article 172 of the Insurance Law of the People’s Republic of China, the Tongliao Regulatory Branch imposed an administrative penalty of a warning and a fine of 4,000 yuan.
As the notice cannot be delivered by means of consignment delivery, mail delivery, etc., please collect it at the Tongliao Regulatory Branch within 30 days from the date of this announcement. Failure to do so within the time limit will be regarded as delivery.

Bao Yongmei,After investigation, it was found that during your tenure as a personal insurance agent at the Tongliao Central Branch of Fudeli Life Insurance Co., Ltd. Inner Mongolia Branch, you sold two insurance policies and then transferred funds to the policyholders via WeChat, illegally granting them benefits beyond those stipulated in the insurance contract. According to Article 172 of the Insurance Law of the People’s Republic of China, our branch has imposed an administrative penalty of a warning and a fine of 4,000 yuan on you.
As the notice cannot be delivered by means of consignment delivery, mail delivery, etc., we are now legally serving you with the “Administrative Penalty Decision of Tongliao Regulatory Branch of the National Financial Supervision and Administration Bureau” (Tongjin Fa Juezi [2023] No. 10) by public announcement. Please collect it at our branch within 30 days from the date of this announcement. Failure to do so within the specified time will be regarded as delivery.
If you are not satisfied with this administrative penalty decision, you may apply for administrative reconsideration to the Inner Mongolia Regulatory Bureau of the State Financial Supervision and Administration Commission within 60 days from the date of receiving this penalty decision, or file a lawsuit with the people’s court having jurisdiction within six months from the date of receiving this penalty decision. This decision shall not be suspended during the period of reconsideration or litigation. If this decision is not fulfilled within the prescribed time limit, our branch will take the following measures:
- A fine of three percent of the original fine amount shall be imposed for each day of delay.
- Apply to the people’s court for compulsory enforcement.
