The photovoltaic industry is entering a new phase of consolidation. Gao Jifan noted that the silicon material segment has already begun large-scale integration, and mid-to-downstream sectors including wafer production, cells, and modules will also undergo mergers and restructuring. This process will optimize the industrial structure, phase out outdated capacity, and improve market concentration.
Strict production capacity control has become a top priority. Gao emphasized that no additional capacity should be added at this stage, regardless of technological advancements. He expects regulators to tighten oversight and impose penalties on unauthorized expansions to prevent worsening overcapacity in the sector.
Strengthening intellectual property protection is now imperative. Despite China’s global leadership in PV patents, weak enforcement has lowered industry barriers. Gao called for a more robust IP system to safeguard innovation and drive the industry toward high-quality development.
